Home Disaster Response Plan

I occasionally talk about home preparedness with friends and office mates and as a way to illustrate the 'how to plan', I came up with this rough 'home disaster response plan' several years back.

I think everyone should have an easy-to-read-and-follow plan available to all family members, yaya's and helpers included.  Kids and elderly should also be aware, and even join the practice.
Here below is a sample response plan that can be customized (based on your needs) and printed and shared to your household. By no means that this sample is complete or perfect - but it can be a starting point or guide for anyone to build his/her own version.




WHAT TO DO IN CASE OF…  / ANO ANG GAGAWIN KAPAG MAY…



I.   FIRE / SUNOG

·     1.  If Inside the house / kung sa loob ng bahay

o  If small or manageable - put out the fire / patayin ang apoy kung maliit lang

§  Use fire extinguisher if available / gamitin ang fire extinguisher kung meron

§  Or, smother the fire using big pieces of non-polyester clothing like towel, bedsheet/ Gumamit ng malaking tela para matakpan at mapatay ang apoy

§  Or, use pail of water from washroom for non-oil or electrical based fire / gumamit ng tubig mula sa balde (KUNG HINDI langis or koryente ang nasusunog).

o  IF fire is not controllable/  kung ang apoy ay lumalaki at hindi kayang mapatay

§  EXIT / RUN WITH the kid/s and elderly!!  / madaliang umalis kasama ang mga bata at matanda

·     CUSTOMIZE THIS SECTION (identify your exits)

·     Fire exit1:  main door / unang pintuan (if passable)

·     Fire exit2:  bedroom1 window

·     Fire exit3:  bedroom2 window

§  GET HELP! Do NOT leave kids & elderly alone / humingi ng saklolo (huwag iiwanan ang (mga) bata at matanda)

§  CALL up for help (as preparation, get ready contacts)  / tumawag ng tulong (kumuha na ng matatawagan bilang pghahanda)

·     2.  In the building but near your unit / sa loob ng gusali at malapit sa tinitirhan

o  Get BAG#1 containing basic survival items like water, clothes, money, IDs, small amount of food.  / kunin ung BAG#1 na may lamang pangkaligtasan tulad ng tubig, damit, pera, ID’s, konting pagkain

o  If possible, shut off main breaker switch, stove’s tank, etc. / patayin ang breaker kung kaya, pati mga tangke ng kalan, atbp

o  EVACUATE with kids and elderly  / lumabas kasama ang (mga) bata at matanda

o  LOCK and secure all doors and windows / ikandado ang pinto at bintana.

o  MOVE to the next building or open spaces / etc. (as preparation, identify possible go-to points/ pumunta sa susunod na building or sa malawak na lugar (kasama sa paghanda, mglista ng pedeng puntahan pag may sunog)

o  CALL up for help (find contact numbers as part of prepration) / tumawag ng tulong (humanap ng matatawagan bilang paghahanda)



II.   EARTHQUAKE / LINDOL 



·     1.  Earthquake started with somewhat strong intensity or happening longer

o  DROP, COVER and HOLD.  Drop to the ground, find good cover, hold the cover or its leg (as preparation, acquire a strong-enough furniture like hard or thick softwood dining table, and secure objects or furniture that may fall) / Dapa, tago, hawak. Dapa at gumapang sa pagtataguan, at humawak sa pinangtataguan. (kasama sa paghahanda ang pakuha ng matibay na taguan tulad ng lamesa na gawa sa matigas at makapal na kahoy; dapat ding isecure ang mga pwedeng malaglag or tumaob sa loob ng bahay).

o  When the initial earthquake stop, run to the nearest safe point (as preparation, identify possible safe places near or around your home), aftershock may occur and may collapse your house or building / Pagkatapos ng unang lindol, tumakbo sa pinakamalapit na ligtas na lugar (kasama sa paghahanda ang paglista ng pwedeng matakbuhang ligtas na lugar sa palibot or malapit sa tinitirhan), maliit na lindol ay pwedeng sumunod na pwedeng mgpatumba ng iyong bahay/ gusali.

§  If accessible, get and wear the Hard Hat or helmet / if mabilis makuha isuot ang hard hat or helmet

§  Get BAG#1  survival bag  / kunin ung BAG#1 na pangkaligtasan

o  Shut off main breaker switch, stove’s tank, etc. / patayin ang breaker, isara ang tangke ng kalan, atbp

o  EVACUATE with the kid/s and elderly / lumabas kasama ang (mga) bata at matanda

o  LOCK and secure all doors and windows / ikandado ang pinto at bintana.

o  MOVE to a wide, open area, far from tall buildings or structures or power lines /  pumunta sa malawag na lugar na walang katabing building o mataas na bagay o post eng kuryenta

o  CALL family members for help / tumawag ng tulong sa kapamilya

o  WAIT for a considerable time before going back home, or when advised by safety engineers if any / maghintay ng matagal bago bumalik, or pag sinabihan ng safety engineers kung meron





III.   GUN SHOOT-OUT NEARBY, ROBBERY NEARBY, ATTACK OR VIOLENCE NEARBY / BARILAN, nakawan, or matinding awayan SA MAY TABI



·     LOCK all doors AND windows from the inside / mgsara ng pinto at bintana

·     TURN OFF all lights / patayin ang mga ilaw

·     GO to the bathroom (or other place with good cover and protection) with the kid/s and elderly and stay down /  pumunta sa banyo (o ibang matibay at ligtas na lugar) kasama ang (mga) bata at matanda..     

·     CALL for help (as preparation, list contact numbers) / tumawag ng tulong (sa paghahanda, mglista ng pwedeng tawagan)

·     WAIT for incident to finish or when help arrived.  Caution when checking / maghintay lang sa loob hanggang matapos ang gulo, or pag may sumaklolo na. mag-ingat sa pag check 



IV.  SEVERE  FLOODING  / malala na pag baha

*inside or just outside the house or building / sa loob or labas ng bahay o gusali

o  Get BAG#1 survival bag.  / kunin ung BAG#1 bag na pangkaligtasan

o  Wear life jacket or PFD.  Put on the kid’s life jacket.  Isuot ang life jacket,  isuot sa bata ang life/swim jacket.

o  Get extra items like flashlight, water, raincoat, towel or blanket (as part of preparation, these could be made ready as bag#2) /  magdala ng tubig, pagkain, ilaw, kumot at jaket (kasama sa paghahanda, ang mga ito ay maaring handa na sa bag#2)

o  Shut off main breaker switch, stove’s tank, etc. / patayin ang breaker, isara ang tangke ng stove, atbp

o  EVACUATE with the kid/s and elderly / lumabas kasama ang (mga) bata at matanda

o  LOCK and secure all doors and windows / ikandado ang pinto at bintana.

o  MOVE to the building deck or other high ground option /  pumunta sa ibabaw ng building o ibang mataas na lugar.   

o  CALL family members for help / tumawag ng tulong sa kapamilya

o  WAIT for the water to subside before going back home / hintaying humupa ang tubig bago bumalik sa bahay



V.  THEFT OR ROBBERY OR kidnapping INSIDE THE HOUSE / nakawan or panloloob, o pagkidnap sa loob ng bahay



·     SHOUT for help if not too late / humingi ng saklolo kung hindi pa huli

·     Get teargas (remove cover) or knife or even gun, attack when needed like someone grabbing your kid.   Kunin ang teargas (tanggalin ang takip)  o  kutsilo o baril, sumugod if kinakailangan (halimbawa kinukuha ang inyong anak or alagang bata)

·     IF strong attack (ex. with gun or knife) – offer the appliance/money/etc. without a fight BUT secure the kids, teens, women/  kung marami o malakas ang umatake or may armas – bigay ang gamit o pera ng walang laban pero isecure ang mga bata, kabataan, o mga babae

·     Leave the house with family members/kids if robbers will allow / umalis ng bahay kasama ang (mga) bata/family kung puede

·     IF they want to get someone -  FIGHT VIOLENTLY AND KEEP SHOUTING FOR HELP (as preparation, know what weapons can be used and how to use them) /  kung ang bata o siniuman ang kukuhanin, lumaban ng husto habang magsisisigaw sa pagtawag ng tulong (sa paghahanda, alamin ang mga bagay na pwedeng gawing sandata at kung paano gamitin ang mga iyun)

·     After the incident, CALL for more help / tumawag ng tulong pa pagkatapos ng insidente





VI.       MEDICAL EMERGENCY -  ADULT in need /  Matanda ang may problema. 

·     Critical Problems: Heart/ Respiratory / Severe bleeding / suspected poisoning, accidental deep puncture, extreme allergy ex. swelling of neck, severe burns (puso, o panghinga, pgdugo ng sobra, pagkain ng lason, malalim na saksak, malalang allergy ex. pamamaga ng leeg, malalang pagkasunog)

                                                  i.     Run to neighbor WITH the kids for help (lock the door if you have time).  Tumakbo sa kapitbahay kasama ang (mga) bata at kumuha ng tulong. I-lock ang pintu if may oras pa.

                                               ii.     Ask help from neighbor or village security to take care of the possible victim and stay with the kids. / humingi ng tulong para sa biktima at wag iwanan ang mga bata

                                            iii.     Ask someone to call for medical help or transport immediately (as preparation, talk to your neighbors about emergency plans) / magpatawag ang tulong sa kapitbahay (sa paghahanda, makipagusap sa kapitbahay tungkol sa emergensing mga bagay)

                                            iv.     Call for family help / tumawag ng tulong sa kapamilya



VII.   MEDICAL EMERGENCY – Kid in need / Bata ang may problema.

·     Critical Problems: Heart/ Respiratory     / Severe bleeding /        suspected poisoning,        accidental deep puncture, extreme allergy ex. swelling of neck,      severe burns, any sudden Unconsciousness/  (puso, o panghinga, pgdugo ng sobra, pagkain ng lason, malalim na saksak, malalang allergy ex. pamamaga ng lee, malalang pagkasunog,  biglaang pagkawalang malay)

                                                  i.     Apply first aid when applicable, SEE BELOW / mag first-aid muna kung pwede, tignan sa ilalim

                                               ii.     Shout for help from neighbor and continue with first aid/  sumigaw ng tulong sa kapitbahay at ituloy ang first aid

                                            iii.     With or without help, Get money / bag and lock the door.  May dumating man tulong o wala, kumuha ng Pera at ikandado ang pinto.

                                            iv.     Run and get a Taxi cab to the nearest hospital (customize this section)  /Kumuha ng taxi at mgpunta sa pinakamalapit na ospital

                                               v.     Also CALL for family help immediately /  tumawag din ng tulong sa kapamilya



MEDICAL EMERGENCIES / malubhang problema

                                            vi.     If profuse bleeding / malalang pagdugo

1.  Apply direct pressure in the cut/ wound using any cloth material, while en route to the hospital. Diinan ng palad ang mismong sugat gamit ang ano mang cloth/ damit na material -  habang dinadala sa hospital. 

2.  Elevate the bleeding part above heart level. Itaas ang dumudugong bahagi na mas mataas sa puso. Or ihiga lang if katawan ang may sugat.

3.  Stop only after Emergency personnel took over. Huminto lang kung kinuha na  ng emergency personnel.

                                         vii.     If breathing stops (and unconscious) – check breathing for 10 seconds by hearing & feeling & seeing the nose/ mouth/ chest (see medical manual). Ex. near-drowning, or falling/ vehicular accident, etc. If walang hinga at tulog – pakiramdaman ng 10 segundo if wala ngang hangin sa ilong at bibig or walang galaw ang dibdib. Halimbawa, halos paglunod, or bangga, or nalaglag

1.    lift head the kid’s head as if looking at the sky. Blow air in the boy’s mouth, slowly and continuously.  Itingala ang bata at hipan ang bibig ng mejo dahan dahan pero tuloy tuloy (parang pgihip sa balloon)

2.   Do 1 breathe every 5 seconds.  Stop when emergency personnel took over. Isang ihip bawat 5 segundo, and huminto lang if nakuha na ng emergency personnel/ nurse.

                                      viii.     Severe burns/ malalang pagkasunog

1.   apply direct Running Water for 5 mins, or more if more severe and wide /  Isalang sa malakas na tubig sa gripo ng 5 minuto, or mas matagal if mas malala.

2.  Wrap with waxed medical cloth (if any) – or just wrap w/ waxed paper. / balutin ng waxed cloth, or gumamit ng papel na madulas.

3.  Wrap with extra clothing / Balutan pa ng sobra.

Other medical emergencies require proper course and not covered here.  As part of home disaster preparation, get training on this / ang ibang medical emergencies ay kailangan ng kaukulang course at hindi  na sinama rito.  Kasama sa paghahanda sa problemang pagkabahayan ang pagkuha ng ganitong kaalaman.
